Is Al-Riba is for Allah and His prophet that if believers are not going to release it then Allah and prophet are raising a war against believer?

کیا الربوا اللہ اور رسول کا حصّہ ہے اور اللہ ایمان والوں سے مخاطب ہیں اور ان کو الربوا میں سےچھوڑنے کو کہہ رہے ہیں اور نہ چھوڑنے کی صورت میں اللہ اور رسول سے جنگ کا اعلان بھی کر رہےہیں

Surah Al-Baqarah: 2 - Ayah: 278
Arabic
يَٰٓأَيُّهَا ٱلَّذِينَ ءَامَنُواْ ٱتَّقُواْ ٱللَّهَ وَذَرُواْ مَا بَقِيَ مِنَ ٱلرِّبَوٰٓاْ إِن كُنتُم مُّؤۡمِنِينَ ٢٧٨
English — A. Maududi (English Tafhim commentary)
Believers! Have fear of Allah and give up all outstanding interest if you do truly believe.
Urdu — Tafheem-ul-Quran, Syed Abul A'la Maududi
Aey logon jo iman laye ho, khuda se daro aur jo kuch tumhara sood logon par baki reh gaya hai usye chodh do, agar waqayi tum iman laye ho
Surah Al-Baqarah: 2 - Ayah: 279
Arabic
فَإِن لَّمۡ تَفۡعَلُواْ فَأۡذَنُواْ بِحَرۡبٖ مِّنَ ٱللَّهِ وَرَسُولِهِۦۖ وَإِن تُبۡتُمۡ فَلَكُمۡ رُءُوسُ أَمۡوَٰلِكُمۡ لَا تَظۡلِمُونَ وَلَا تُظۡلَمُونَ ٢٧٩
English — A. Maududi (English Tafhim commentary)
But if you fail to do so, then be warned of war from Allah and His Messenger. If you repent even now, you have the right of the return of your capital; neither will you do wrong nor will you be wronged.

Lekin agar tumne aisa na kiya, to aagaah ho jao ke Allah aur uske Rasool ki taraf se tumhare khilaf elan-e-jung hai. Ab bhi tawba karlo (aur sood chod do) to apna asal sarmaya lene ke tum haqqdaar ho, na tum zulm karo , na tumpar zulm kiya jaye

وَإِن كَانَ ذُو عُسۡرَةٖ فَنَظِرَةٌ إِلَىٰ مَيۡسَرَةٖۚ وَأَن تَصَدَّقُواْ خَيۡرٞ لَّكُمۡ إِن كُنتُمۡ تَعۡلَمُونَ ٢٨٠

But if the debtor is in straitened circumstance, let him have respite until the time of ease; and whatever you remit by way of charity is better for you, if only you know.
